This project is the result of a PHFA tax award in 2015 with investors
Fulton Bank and owners TLC Work-based Training Programs Inc. and CRAM,
Inc. which is headed by Tarik Casteel and Juanita Edrington-Grant. This facility
houses 20 apartments occupied by homeless veterans.
